why do they make it clear they are nto interested and the minute you try to move on they try to pul you back in again

Some guys get hot for a girl and then get scared that they may be falling for a girl too fast and pull way back. They have probably been burned before when they have let themselves feel and now may be afraid they are going to lose independence as they try and figure out what the next step is. Then they see you talk to another guy or miss your bond a little bit and rush back.
Hot for you bounces back and forth with cold fear of commitment and getting burned and assessing your relationship.

I suggest you not to generalise things. The things you are telling won't suit to each and every men. Also it depends on what your definition of HOT and COLD is.
"Showing not interested" and "pulling back again" depends on the person you dealt with. Not all would do this and not all won't do this either.
Try to focus and don't generalise.

men like the appearance of being independent and not needing anybody....but in reality they have the same needs, wants and desires. men are jealous, insecure creatures by nature, and will usually "pull you back again" if they feel you are about to move on to someone else.
