at times of war, vehicles may not fly the red cross flag unless they are involved in red cross activities. As we are at war at the moment, why is it that nobody arrested the people flying the red cross during the world cup? Were they actually breaking the laws of the Geneva convention

The cross being flown during the world cup was the Cross of Saint George - the England flag. The Geneva Convention is referring to the cross used by the Red Cross organisation - different dimensions, shape etc

It is illegal for a military combatant to color themselves with a flag that confers non-combatant status. A fighting unit could not use the Red Cross flag, or a recognized medical organization flag to hide their status as a legal military target.

But I'd strongly suspect that you're confusing the English flag with the Red Cross flag. Totally different flags, my friend.

Just as importantly, the World Cup isn't a military campaign or in a war zone, so anyone could fly any flag that they wished to.

The England flag's different from the Red Cross... anyway, none of these vehicles with it on are actually in a warzone, so it hardly matters. Maybe if you drove around the Iraqi deserts with it on your landrover it'd be a different story...
