I've heard you're considered fluent when you can do math and understand puns in the 2nd language. There's a story that during WW2, escaped prisoners were often caught in Germany when they couldn't do simple math problems in german, but had to translate them to english.

when you start to think and to dream in that languade, and once you manage to yell at a soccer game in a second language. I remember my first school day in the states, I said "Tha's me in German" (I was only in 6th grade). I just got my results for my french bac (first part), I can say that I am fluent in French cause I passed. If you start mixing languages in a conversation you are fluent, and when you are able to switch between languages without thinking.

Someone else said it was a cliché but I do believe the one about when you dream in that language. It means the language is so ingrained in you that it's part of your subconscious. However, I remember the first time I dreamed in French, I didn't understand what they were saying. But now that I live in Mexico, I dream in Spanish all the time.

I would say it is when you are able to speak back to someone and now exactly what you are saying without having to work it out in your own language and then turn it into the language you are trying to speak. Like just saying it, without having to think.

When you can discuss current events, order a meal, ask where the restroom is and find a place to stay without relying on your native tongue and understand the answers you are fluent.

For the first part - speaking and listening, when my friend told me that talking to me is just like talking to another Chinese person.
For the second part - reading - when I can read and understand a news paper
for hte third part - writing - when I am able to compose a good paragraph with out grammer or character errors.

In my personal point of view, you are fluent when you are able to comunicate.
When you can read a serious book in the languange that is not you native one.

When I can read,write,speak and listen(understand)
4 English I don't have problems in the 1st 3 that much.But my listening comprehension is terrible
