There is no perfect city, you have to make the best of were you are. Everywhere you go I am sure that you will find something wrong.
You as a parent have to decide what is good for your children and it shouldn't be based on the city you live in.
Now if you asked a child this question they would probably say
Disney World :)

As much as I personally didn't like living there (I'm single and liberal), Oklahoma City is an amazing place to raise kids. Family values are important to everyone there, and it's supported by a strong foundation in faith.

it depend on your job and wellness's to travel distance wise back and forth. Is there family members/relatives near you or not ? but check out small towns and some have newspapers telling the events/whats going on/crime and if you have allergy? think about it,have a notepad do you like the 4 seasons or less cost of living like for instance one relative live in Las Vegas gas is cheap there than where I'm at CA, but the price of food is more (cucumber there (Las Vegas)is dollar or so & here(CA) is 5 for a dollar) . look at it at the whole picture housing, feeding a family,bills,family/relative,insurance, other resource. natural harzard too.

Connecticut has a high cost of living but has great opportunities for your children when they get older. I grew up in southern CT and have made contacts with people who work for NBC, The Discovery Channel and Golf Digest because there are a lot of people who work in NYC in my area. This has helped both me and my siblings get great internships/jobs. Plus, Connecticut is the 3rd most intelligent state in the US (behind Massachusetts and Colorado...both great states as well).
