Practice. Take lessons. Do whatever. I lifted weights in the winter. Play as much as you can. Also don't beat yourself into the ground if you don't do as perfect as you wanted.

You have to take lessons from a pro. All the practice in the world cant help you if you are just repeating a bad swing. Get a pro to help you then train your body to repeat that swing action aver and over again. But you have to get a pro to watch your swing. Make sure your eqipment is properly fitted to you also and you are using the correct shafts as compared to your club speed. This can all be done at one time.

short game high school players rarely seem to have one, rather crush a 300 yarder than chip 15 feet or make a 3 foot putt, but that is where the scoring is and the low score wins
practice at least one hour a day with different clubs and different lies

When you swing concentrate on keeping your head still and down, your left arm straight and the golden rule don't hit he ball too hard. Practice your chipping and putting. Master that and you will be half way there.

If you are serious about it....get a good teacher, take notes, fitted equipment and practice, practice and PRACTICE...oh, did I mention practice (nothing beats practice). Practice all aspects of the game...not mindless practice but concentrated practice.
