Those people who are doing this are NOT following the principles of Budhhism. Even the Quran and Bible talk of wars but Buddha never told anyone to kill. Buddhism would make these countries peaceful only if they follow Buddhism. Just calling yourself Buddhist does not make you a Budhhist. And I don't think you know that Buddhism has turned hundreds of warmongering kings in India, Tibet, China and Japan to peaceful ways. Oh, and Vietnam is an atheist communist country, it's not Buddhist. The problem in Sri Lanka is political, about the Tamil homeland.

The Buddha once said ..
It is by ones mind that we become pure or impure and that no one can purify others mind ..
By one mind , one gets evil and through the same mind , one is able to do much goods .
No one can help others to purify their mind .
So , eventhough one is a Buddhist , if they do not constrain their mind , which is the basic teaching of the Buddha , then they will be capable of doing destruction .
The Buddha act as a mediciner to His followers . So , whether His followers are willing to take his medicine ( practice his teaching ) , it is by their own course to decide . As what you have asked above , poverty have force people to do the things that will keep them survive and we cannot do anything to it is the goverment policy . It is the condition of the people's life which contribute much to this condition .
We cannot blame Buddhism on the case of Kidnapping and other bad case because , if you search through the net , there is not a spill or no such teaching of The Buddha that encourage these activities .
The Buddha encourage us to :
1) Have morality in your seeing ( to see with morality by controlling your senses )
2)Have morality is your action ( to act with morality )
3) Have morality in your thinking ( to think with morality )
If you really understand these words and the human true nature , then this question will not arise .. We cannot blame Buddhism because these countries are not peaceful because , Buddhism preach about peacefulness .
But it is the ruling of the government of these countries itself and poverty that have made these up . Many of these countries rulers such as Vietnam and myammar are not Buddhist but khmer rouge which are using military force .Also , in which country which kidnapping , inhumanity in prison and others dont happen unless you are talking about heaven .
Lastly , i think it is not fair to justify Buddhism just because some of the Buddhist countries are not peaceful due to the bad conditions they are having . Dont you think so ? :-)

A Buddhist would never plunge a knife into another person. Living in a Buddhist country does not make one a Buddhist anymore than standing in a garage makes someone a car.

You can't assume that all the people in 'Buddhist' nations are Buddhist any more than you can assume everyone in the United States is a Christian. Neither are true.

Hypocrisy is not copyright of Christians. you will find it everywhere in the world.
Not all people follow everything , their books want them too.
Wherever Buddhists were too passive , they were wiped off e.g. Tajikistan, Afghanistan, Pakistan parts of India.
Guess who defeated them - Islam.
Still Arabic word for idolaters is "But Parast"(Buddha Follower).
In Sri Lanka problem is really political . LITTE is run by Christians.
Its chief Prabhakaran, Its main ranks all are run By Christians. Its carder is mostly Christian. Yet it is one of the most brutal organisations. No christianity either.
What I found even more atrocious that LITTE itself is against Hindu culture yet it declares it is fighting for their rights too.
Talk about hypocrisy!!

Bhuddism is not a political state but a religion, so if Christian countries lie steal murder and make war are all christians hyporcrits and why are not Jewish and islamic counties peace full as well.
