I am a US citizen who wants his parents to move here, but I am concered about how they will be able to live here

No, to qualify for medicare you need to work at lest 10 years. And, be at least 65 years old. You will have to support them.

No, they must owned enough social security credit and be 65 in order to qualify for medicare benifits.

When I was a Gov't employee, it was a solid reason to reject any application for residency. Just coming here for the sole purpose fo receiving benefits! If you want your parents here (legally!) then you should either find them work, or decide to look after them yourself.
