Well, to be a "Judas," America would have to betray Christ. America is a country, so it can't make an action - only living creatures can act.
So no, I don't believe "America" is doing anything. When was the last time the *people* of America (which would be the only logical way to effect a "Judas" action) spoke with one voice? It seems as though America is split at least down the middle with regard to how to run the country and its international relations, so one cannot logically say that America as a whole is doing anything. There's pretty much no consensus, which would be required to judge the people as a whole.
