I'm not certain if you're being literal about the budgie - as in tweet-tweet. If you are, you should be ashamed of yourself. Poor bird.
If you're using "budgie" as a word for something private of your wife's, then yes, her feathers will grow back. It will be itchy though and she probably won't be very happy with you!

You shaved of your parakeet's feathers? That's not very nice, but feathers grow back very slowly. Maybe your vet could suggest some feather growth formula, or something, before the bird freezes. Buy it a warmer or bird jacket from the petstore, they sell stuff like that.
