I'm not sure about it being nice here all year-round (it snows heavily from December to February, so if you're not into snow, it can be unpleasant).

Coming in October is cutting it close and you can expect the following:
PROS:
- Leaves changing colors, beautiful scenery in valleys, parks.
- Kids are in school so in daytime, many attractions will be less populated and cheaper to access.
CONS:
- Could be very breezy and hardly ever will you have both clear skies and lack of wind.

I still think you'd have a great time here in October, it's better than November or December if you're looking for nice weather and a clear sky.

If you're thinking nice weather in terms of the sun coming out almost everyday....well, hard to say that October will be a best time for you. Mind you, you will get to see the colourful leaves changing as it's Fall during this time...which also means cooler temperature & maybe a light jacket. But you may want to reconsider visiting during the month of August as there's plenty of things to do around Toronto & you can still enjoy the summer weather before Fall arrives.

Either way, have a nice time whilst you're visiting.

Toronto is a wonderful place year round. October is a nice time to travel here. It gets a little colder later in the year more towards Mid-November-ish.

You won't be getting the 30* weather you wish for though if you travel to Toronto in mid October. You will definitely see clear skies and nice weather though.
