Wow!!! I hope alot of Americans (I am one) read your question.
That is really hard to answer. What is your observation in other countries? Are they filled with courteuous people, yet have high murder rates? This gets me thinking about Israel: they hate Palestinians to the point of blowing up whole areas filled with them, then they go home and pray to their God and consider themselves his chosen people on earth. It confuses me how they can do this, in the same way our murder rate confuses you.
