Your skin is already normal. Normal for you is just a bit more oily than you would like. Stop with the lemon, use oatmeal. Make a paste with some oatmeal and water and then put it on your face. Let it dry out and then wash off. You can use old fashioned oatmeal or the dry instant kind that doesn't seem to matter. Yes it is yucky and messy but it will absorbe the oil without drying your skin.
One long term benifit, you will not get half as many wrinkles as you get older. Trust me on this. I have done this once a week since I was 16. I am now 54 and a light line smile wrinkle by each corner of my mouth are the only wrinkles I have. No crows feet, no lined forehead, no bags beneah the eyes, just the light curved line by my mouth, 'cause I tend to laugh and smile a lot.

I have oily skin too, and there's no way to make it "normal". You can, however, treat it. Here's a step-by-step:
1. Wash your face twice a day with a cleanser. I really like Almay's cleanser with meadowsweet and chamomile, it's specially formulated for oily skin. My face feels SO clean, and I have a lot fewer breakouts. I break out with one or two pimples once a month, instead of several throughout almost the whole month.
2. Use toner 1-2 times a day, paying close attention to your T-zone (forehead, nose, chin, upper cheeks). I use Almay's toner, also.
3. MOISTURIZE. This is especially important because your skin actually CREATES oil to compensate for a lack of moisture. If you use a good moisturizer (whether you wear make-up or not), your face won't get as oily. Try Almay, St Ives, or Oil of Olay.
4. If your face is still overly oily, try using a masque. I really like Queen Helene's mint julep masque. Use it NO MORE than 1-2 times a week.
I do all these things, and my face doesn't get as oily.
Oh, if you do wear makeup, make sure that whatever foundation you choose is OIL-FREE and is formulated for oily skin. I use Almay, but Avon has some awesome foundations, and so does L'Oreal.
Good luck!
Oh, I almost forgot: Don't EVER put lemon on your face. All it will do is dry out your skin. It's not good for the skin on your face.
If you need any more tips ever, email me. I use this ID for my yahoo email addy. And I do know a thing or two about skin care and makeup.

Okay, this is going to sound really weird but this is one of the BEST-KEPT BEAUTY SECRET for those with oily skin: applying Milk of Magnesia to your skin completely sucks up oil. Weird, yes...but it's been a godsent for me!!
I totally understand your problem. I have chronically oily skin, friends have actually told me to wipe my face because it gets so oily :(. Milk of Magnesia has helped me tremendously! My face stays matte through the entire day! You just apply a thin layer of the liquid to your face and rub it in quickly before it dries. It will soak up all the oiliness or excess sweat that may make your face a shiny mess!
You can buy some Milk of Magnesia at any drugstore. Try it out!

Don't put lemon on your face. Anything that dries out your face will cause the pores to secrete more oil and make your face oilier than before. Apply a fruit mask instead (with papaya/ orange I think).
Always apply an oil-free cream after washing your face. It should do the trick.

I don't know that you can make it "normal", it sounds like you just naturally produce more oil than others. Soap will help remove the oil as it breaks down the surface tension of the oil on your face and then you can wash it off. You would want to use a mild soap like dove or could buy a cleanser formulated for oil skin. Make sure you buy oil free makeup and you could use blotting paper to help blot up the oil during the day.
