I want a free or low cost GIS mapping software?

Hello,

I am looking for a powerful mapping software which would provide the maps based on latitude/longitude provided.

Are there any free softwares or low cost softwares available for implementing this feature.

Google Earth is the only free one I know of.

is google earth not good for this job ? how about yahoo map ?
