Is it really how you said it ? You switch lanes first and turn on your signal after ? If it is you are doing it wrong. But if what you mean is turn on the signal before you switch lanes and still someone will rush and block your way then it is common. There are drivers who are not courteous and you just have to wait for the opening since you are encroaching into another lane.

If you change lines (or traffic lanes), the one you were in will start to move faster than the one you are in now. (works every freaking time)!
