IT IS VERY TRUE TO OTHERS. But some are sincere. YOU just have to be wise in picking it up from the people you know and from people who say that to you.

Of course you can say it. Say it out loud now - you don't mean it, do you? Although in this case it isn't directed at anyone so hey...
Personally, i don't think i ever have said it without meaning it - i tell my parents and my family that i love them all the time, and mean, and there's been one man in my life whom i've loved (and told him i have, being totally sincere).
But certainly people do. And for a number of reasons - sometimes because they are trying to decieve, sometimes because they are only saying that to gain materially off the other person, some people do it to protect the feelings of the other, and sometimes perhaps because they don't know what to day - for example, if a girl tells her guy that she loves him for the first time, he'll probably just say it back as a reflex reaction - after all, 'i love you too' is the required response! Later, he might realise that he didn't mean it yet. Sometimes it is said as a joke too.
So yes, it's certainly true that people can say 'i love you' without being sincere about it - some reasons for doing this are good resasons, but, sadly, more are dishonorable. I'd wait until you truly mean it until you tell somebody that you love them - that way, it'll mean more to you... and to them.

my dad once said i love you is the most abused word in the english dictionary as to many can and will say i love you to another without being sincere not concerned with breaking another's heart by saying something they don't mean to someone who thinks they are being honest. in the end they wind up breaking there own hearts.

Well...some couples have this idea that 'I love you' is what you're supposed to say and stuff like that. So if both parties know that it's just an expression of care and doesn't mean what it really says it won't harm either party. At least that's what I think.

very tricky question...people are very committed at the face of the statement...time only proves if they have said it with heart and mind or just with mouth...

yes. i can say it right now "i love you!" its not hard. but what you say it seriously to someones face when you dont mean it, you get a icky feeling inside...well i do!
obviously its possible physically. but i think its harder to say it sincerely when you actually mean it...for the first time anyway.

yes, and it's true esp. for disingenuous people. they can say "i love you" for several times but they dont mean it but to those who are very sincere enough can't make it.
