Everytime a document is hidden or declared classified, and every time a person in a position of power refuses to answer a question, there is an opportunity for corruption.
If you really want to get rid of Washington corruption, cut everyone's salary in half and limit an entire campaign's finances to $5000, none of which could come from personal assets. Greed will always exist, but smother it in foam and it has to work harder.
