It is true that this behaviour is used to attract females (and not to wake up lazy humans, as we'd like to believe). The theory is that it is an honest indicator to females that the male is healthy and well fed, therefore, he is good at foraging (finding food) and that means he would be a good provider, which makes him an attractive mate. As you suggest, this behaviour is energetically costly, and a malnourished, sickly rooster would not be able to spare the energy to crow with the fervour that a healthy one would, so the females use this as one way of making a choice when there is more than one male. It also functions to establish a territory and announce to other males that the rooster is willing to defend his harem of chickens.

The males of many bird species vocalise at dawn to re-establish their territory and directly or indirectly try to get a mate that way. Although this behavior may not be so relevant in a non-natural environment, try telling that to the roosters who are genetically programmed to CROW.
