To simply put it, yes it does make her uneasy.

Though to look at it closer, it's more a case about to what degree you are observing another individual. It it's a glance then it's not too much of an issue, but if it's prolonged staring, then it does cross over to being awkward. Added to this, if the staring continues, then it may constitute a threat, and while it may not be considered so legally, it is a form of intimidation, and a mild form of sexual harassment.

To those individuals who suffer from a psychological condition, in particular social anxiety, or some form of personality disorder, in particular personality disorders such as paranoid personality disorders, then the staring may be even considered even more threatening, and encroaching on their personal surroundings.

It's not like in the movies where a guy can stare down a female and have her fawn over him. As far as staring does, then don't do it. A subtle glance may be sufficient, but staring is excessive.

And a side note, as I male I wouldn't mind the personal view of a female in order to support or refute what I just said.

To take an apprieciative glance is fine to stare at anyone would make them feel uneasy.
You come across like a groveling dog at the dinner table waiting for a scrap of food.

Most people don't like to be stared at. It does make them uneasy, both men and women. I definitely feel uncomfortable when people stare at me. I keep wondering why they're staring. And then there are the creepy people who stare. Shudder.

Depends how you stare at her. You could make her feel beautiful, uneasy, embarrassed and so on.

Staring is considered threatening and predatory. Just be cool. Try engaging in conversation if she interests you.

I'd think a smile and conversation would be better than just staring.
