I have heard of pirates hijacking cargo ships in Somalia, is these the same o old pirates, or different? How do they operate and defy modern day rules and active international law enforcements in waters?

Same old concept, just new technology - faster boats, hand-held rocket launchers, assault rifles, GPS, night vision, etc.

They use classic hit and run tactics, racing out into international waters when they need to, then back to their own territorial waters. International enforcement has been stepped up, and new technology has been brought to bear on the problem, but it is difficult to eliminate.
