Would it be possible that the rubbing compound was too old I bought it about 2 yrs. ago. I just don't know what else to try and i can't afford to have someone else try to polish it.

Sounds like you need a professional to polish it with a variable speed buffer. You must have the correct rpm to produce the heat required to polish new clear coat finishes. Also you may have a single stage paint that is oxidized and you would need to use the correct polish on it to make it shine. Go to your local bodyshop and they should polish it for you for no more than 20.00 dollars. I would at my shop.

If it is too bad it may have to be wet sanded and buffed. Be careful though if you try it because it is very easy to burn through the paint especially on the edges or any body lines. Hope I have been helpful.
