I would study other childrens book to get a feel for the artform. Then I would think of a bunch of story ideas, then figure out which one I like best, then create a sensible outline for the pages and the pictures. As you probably know, pictures are very important in childrens books!

If you live in a big enough city, there is probably a children's author book group that meets regularly at your library or somewhere else in town. These groups usually involve children's authors and illustrators (both published and unpublished) getting together and sharing their latest ideas and critiquing each other's work. That's probably your best link to someone who knows the industry.

YOU REALLY HAVE TO START WITH THE MARKET YOU'RE AIMING FOR AND THE PUBLISHERS WHO DEAL WITH THAT MARKET (sorry, just noticed caps lock is on). Check the bookshelves to see the type of book you are interested in writing. Check the Submission Guidelines on the publishers websites. Most don't require pictures; they usually have their own artists. Send in a sample of your writing. Good luck.

Do you know that the "most famous" children stories weren't really meant for children?
What you need is a story which could be appealing and interesting for the children or for everybody.
