The oldest vertebrates known to have hair (whiskers) were the lizards that gave rise to mammals. Dinosours probably had no hair.
Body hair and eyelashes can't be seen directly on ancient fosils but since they are embryologically related to whiskers, the answer probably is that dinosours did not have eyelashes but some contemporary reptiles did.

Sort of, at least for some species.
Modern dinosaurs (that is, birds) typically have what are called rictal bristles around the eyes, a type of feather that serves much the same role as eyelashes.
Fossil records indicate that some ancient dinos also had feathers, so there you are.

Yes, they definitely did, and they used make up. Females had long eyelashes that they used to seduce males by blinking. :)
