We had this topic in a debate only 3 weeks ago!! And my team won!! Except we didn't limit it to the CBD of Melbourne, it was extended to all cities.
OK. Why?
#1 Pollution. Smog can be cut down if cars are not releasing all the toxic pollutants into the air all the time.
#2 Traffic. Wouldn't it be so much easier to get around if you haven't got a bizillion big cars with only one or two people inside blocking the way?
#3 Accidents. No private cars, no drivers who are only concerned about their own agenda.
#4 Health. If there are to be no private cars, there would be an influx of people walking or riding bikes, boosting people's health and therefore also helping to reduce rates of obesity, diabetes and heart disease.
#5 Noise. If you are in the CDB in Melbourne, you are always hearing the sound of car motors. Wouldn't it be so much more productive for businesses if they didn't have this distraction?
#6 Cost for car owners. This includes all costs involved, be them licences, regos, green/pink slips, petrol, repairs, general upkeep of the car, tolls, etc.
#7 Cost to government. Includes upkeep of roads, driver education, advertising to raise awareness of major problems on roads, etc.
Why Not?
#1 Convenience. If you are using public transport, it will not drop you off EXACTLY where you need to go, and then it only goes to places at certain times, not necissarily when you need it, and also it can sometimes run late. It would be so much easier to just drive your own car when and where you need.
#2 Cost. To use public transport has a price (you need to compare this)
#3 Rights. Does anyone have the right to say people in this area may not have a car here?
#4 Status Quo. Melbourne's CBD is doing fine with private cars in it, why should we change??
As you might be able to tell, I was on the affirmative saying that they should be banned.

I think non essential cars should be banned from all cities.
Governments should build appropriate public transport infrustructure not only in Melb, but all Aust, cities..........pigs might fly to! Polution, parking, and inability to access most buildings unless a parking bay is near. Also disabled people are almost forgotten in regards to CBD accessability are my main concerns.........J K Adelaide

,no, it is public property, right, i don't care if it is central business district or residential district, as long as it is public property, i have the right to be there. people don't want others to be there should buy the area, so it becomes private.
