A regulation is a legal restriction promulgated by government administrative agencies through rulemaking supported by a threat of sanction or a fine. This administrative law or regulatory law is in contrast to statutory or case law.

Very generally, they all govern behaviour, i.e. they detail what is required, what is allowed and what is prohibited. More specifically, I would say laws govern a geopolitical entity (country, province, state, city, etc.), rules I think of determining how a game is played, and regulations I think of applying to government programmes, e.g. various government grants.
