Use Frontpage 2003 for web designing. It's a beginner's web site building tool. For the more advance, there is adobe macromedia dreamweaver, flash, and fireworks.
A simplier way would be to purchase web space with Yahoo and use Yahoo web building design tools. Those tools are easier to use than FrontPage, but you'll get a generic look.
Just remember computers are based on logic. You need to have a foundation on logical computer thinking before you start to creat a web site. Yahoo offers plenty of help with its web design tools. Need to read the help and how to section of the site.
If you opt to use Frontpage, the book stores are filled with books on how to design a web site with that software. Your best bet however would be to enrol in a adult education program for web designing. That way you'll get hands on experience.
