If you are looking to build or design web-pages, you are looking for HTML.(Hyper-Text)

If you are looking for running a web-server, then individual server software is available, including a Windows version. Server administration can also use other computer OS, including Unix and Linux.

If you are trying to learn computer languages which will help you access computer resources through online connections, those individual resources will also use a variety of languages, relative to those computers.

If you are trying to learn how to transfer documents via online resources, the current industry standard leans to Adobe.

Beyond those uses, I'm not sure what "Web based OSs" you are seeking.
