Aside from Comic-con, you can also post a listing on a local newsgroup, or a site like craigslist.org. It might be good to talk to any comic book shop owners who also know of local artists who are pretty good. They might be able to figure out what kind of style you need at the very least, if not help you find more artists. If I were you, I would also contact the closest art schools by me and ask their department coordinators to email your ad to their students, or find out when their artists are having shows, and meet some in person.

try going to comic con or joining group of comic book writers.
you may even be as bold as calling up some publisher like vertigo and just try to sell your story to them and see if they want to ilustrate your story.

put an ad in the local college newspaper, put flyers up around the art dept, go to the printmaking dept and ask, go to the painting/drawing instructors and ask.
