It's true! Pandas don't see the need to have sex (they don't know they are endangered apparently). Both in the wild AND captivity they have a low birth rate. Not to mention that the females are only in season between mid-March and mid-May (not that long of a time to get a baby growing!).
Plus the infant mortality rate is high since momma pandas aren't always interested in taking care of her baby (this is prominent if she has more than one baby - she usually picks one to care for and abandons the other).
Also neat to mention that China has control of ALL the pandas no matter where they are (they loan them out to zoos for a predetermined amount of time and require all pandas (even ones born in oversea zoos) to be returned when that loan is up).

I know pandas don't mate very often..once a year I think. I read an article that the the zookeepers in china have actually filmed pandas mating so that they could show the video to other pandas that they want to mate, so that the pandas will get interested..yes....I know...panda porn..but it exists and they think it might be working.

Panda's are extremely lazy that's why they don't mate very often. Plus the only animals who have sex for pleasure are apes (I think?) if not it's only humans from what I know.

what i heard is that recently pandas haven't been reproducing as much because many are in captivity and they are too overweight. supposedly some have been put on an exercise regime and it has spiced up their sex life (seriously).

They do like sex, but they are very selective with their partner. They don't just do it with anyone, they must be in love. And given the fact that there are not so many of them around, usually match-making doesn't work.
