This is a proportion problem.
1.2 in - - 2.1 in
_____ = _____
5 hrs - - - 8 hrs
(ignore the hyphens)
You cross multiply
1.2 x 8 is 9.6
2.1 x 5 is 10.5
Since 9.6 does not equal 10.5, then no, it is not equivalent.

(1.2)/5 = (12/50) = (6/25) = .24
(2.1)/8 = (21/80) = .2625
so 2.1 inches of rain in 8 hours is a little higher than 1.2 inches of rain in 5 hours
(12/50) = x/8
50x = 96
x = (96/50)
x = (48/25)
x = 1.92
so for them to be equivalent, you need to get 1.92 inches of rain in 8 hours

Both Jo and gindimdn got it right. Just compute 1.2/5 and 2.1/8 and see if they are equal. Since, they aren't then, the two are not equal or equivalent.

in the first case the rate is :
1.2in/5h= 0.24in/h
in the second case:
2.1in/8h=0.2625in/h
so in the second case the rate is slightly bigger
