I prefaced this Q with the "no Monica" comment hoping to get more serious answers and did for the most part.I didn't ask for Bush bashers either so based on the question at hand I'd say whoblitzells answer was the most informative, but it doesn't sound like Slick Willy has too many fans in this room

Digitial Media Copyright Act (DMCA)
Don't ask, Don't tell policy for gays in the military
Oct 1998 Iraq Liberation Act (statement of US policy against Iraq inheritted to GWB)
1996 Defense of Marriage Act
Line Item Veto Act (later declared unconstitutional)
Brady Bill (gun law)
Omnibus Act

Besides laws, I think he will be remembered as a pretty effective President in terms of governing, but also as morally corrupt. The impeachment proceedings will obviously be a major part of his legacy, but the main things history will talk about in 100+ years will be the advent of the Internet and the social changes that were pushed for in the 1990s. As a person he will probably be remembered as having helped to usher in an era of divisive politics but nonetheless being an effective delegator and masterful politician. He will inevitably be compared to both President Bush 41 and 43.

History will show that during the Clinton presidency, right wing conservatives tried to usurp the constitution and take from the American people the right to choose their president. (They succeeded in 2000)

The gop controlled congress spent 50 million dollars over 5 years to investigate, indict and prosecute the Clintons over various, supposed crimes. In the end, we found out that Bill had an extramarital affair and was impeached for it. Not much bang for the buck there (pun intended).

In retrospect, our sitting president lied to the American people to START an illegitimate war which has made the world a much, much more dangerous place. Time and time again he or his cohorts ignore our country's constitution by spying on citizens, tapping phones, illegally leaking classified information, performing illegal searches into private citizen's affairs etc. He actually said "the constitution is just a piece of paper". And this idiot is the most "vacationed" president since they began keeping tabs.

George Bushes diplomatic incompetence has wrecked American foreign policy. He is a slave to big business and seems to salivate at the prospect of jobs fleeing this county and going to Asia. He is an obsequious boob when it comes to Mexico. In short, he is the worst president in recent history.

George W Bush is tied to one of the largest bribe scandals to hit this country in decades through his connection with Jack Abhramoff.

Where is your evidence that Clinton's policies just masked problems that were put off on W? Site something, not just some neocon crap.

He is a disgrace! He cannot be credited for the progress that occurred during his reign. Those were the fruits of Ronald Reagan's presidency. He will always be known as the adulterer, liar, perjurer, draft dodger, and impeached president.

As the First Pres to not have to deal with the Soviet Threat in about 50 years. And did absolutely nothing. And also with that He stripped our military, sold our military secrets, and had more people associeated with him die then the kennedy administration. Oh yah, he got laid... In retrospect our current pres is busy cleaning up his mess.

He was a president that made decisions based on his approval polls. He had no backbone to lead the country with what he believed. He just did whatever he could to look good in the approval polls.

He didn't do a damn thing. He just pushed all the problems aside so that George W. has to deal with them all. His legacy will be the laziest, sleaziest, president ever. Even worse than Nixon.

Stain in the dress.

THAT is what he will be remembered, and you know it is true. But better than being remembered as the "Weapons of Mass Destruction" one

Who, "BJ"? Sent you jobs to Mexico, gave your markets and nuclear secrets to China, lied to his Missus and us about his philandering. How's that for achievements? Too bad he didn't help us out.
