what will be the diplomatic effects of this tragedy? will this driver have a tougher sentence?

Tonga is a south pacific state of about 100,000 people. If there are any diplomatic effects, they won't matter. The worst that could happen is the world views people in the US as self-centered and uncaring ... a little more than they already do.

The driver will get a very light sentence. He died in the crash with his royal charges.

If you mean the driver that caused the accident, I would imagine she would not have a tougher sentence, but her actions warrant all that can be given to her. Three people died because she wanted to race and couldn't do so without endangering other people's lives.
