The Full Greeting is I wish you a Good Morning
When you say "Good Morning" it is the above statement you imply

that would make sense...but i think people say 'good morning' as a statement to wish the other person a Good Morning, like Merry Christmas or Happy Birthday

If you are asking the other person if they are having a good morning then it would be a question. "Are you having a good morning?" But if it's used as "I wish you a good morning" then it's a statement, prompting the other person to wish you one back..

Good Morning is a Statement. The person who says it, in his/her opinion. As an announcement.
(Good morning dear!) (Good morning Sir!)
Can be and most often is spoken as a question. Can follow with, isn't it? Huh?
Same with Good night! Is a Statement.
I most often hear it as; Morn-ing,sigh... as; if I have to be awake.

It's a completely meaningless greeting, now abbreviated to "Morn" it has to be said completely without any sign of feeling or emotion!
Very similar to the American term "Have a good day y'all"

No because it is a "greeting," it then is neither a statement or a question, just a phrase.

It isn't a query, nor should it be treated as such. It is well wishing. Much like 'Happy Christmas', 'Happy New Year', 'Bless you'.
You aren't asking people, you are wishing them well for the day.

I treat it as a question. I try to answer it honestly (and I hate mornings!)
