Well if Neji can get to Shikamaru in a short amount of time then he can probably finish him off. However, if Shikamaru is hidden or something so that Neji can't get to him then maybe Shikamaru can think of a plan to win. But this would require time, if Shikamaru can't make a plan in a short amount of time Neji will just use his Byakugan to find him, get up close, and finish it off. So it all depends on how quickly Neji can get to Shikamaru.
