Hmmm, mom's always a hard one to convince. But don't push her too much. You will always be her little girl but you want to show her little by littler that you are not little anymore. Don't come out of your room pasted with make up. Keep wearing lip gloss as you have been, then put some blush on (not to much, just enough to notice) wear it everyday for about a week or two, then more to the eye shadow; first use natural light colors (no mascara yet), wear it for a bout a week or two. Gradually keep on adding more things like eyeliner, mascara and other things. IMPORTANT -- Don't fight with your mom if she says 'no'. With a good attitude let her know that you understand what she wants and that you'll do as she says, BUT without arguing come with a solution Expl: Give and take; if she lets you wear a little make up you'll help with the dishes, clean your room, etc. Always be on her side (it's easier to get more things).

If by "flaws" you mean zits, try cleaning your skin regularly with olive oil, surprizingly this helps a lot! Then sneakily buy or borrow a "concealer" and put it on when the door is closed. Make sure it looks natural so your mom doesn't notice it; she'll just think your skin is clearing up. Eventually you can tell her the truth, and since you don't look like you're wearing make-up, maybe she will see your point of view.

You need to show your mom that you are mature enough to handle makeup and all of it compications. Do you take care of your skin?? Wearing make up can cause bad skin to get worse. Do you take care of your things? Makeup is expensive, if you lose it or trash it she will have to spend more money.
If you are looking to get rid of your flaws instead of just hiding them, why not talk to you mom about that. That will show her that you are willing to take care of yourself in order to earn the right to wear make up.
Honestly, you may have to just wait until she thinks you are ready, but that will come alot sooner if you find a way to prove to her that you are ready.

Well, for starters, how old are you?
One thing that helps is to have her go with you to pick out shades, and show you how she would like you to apply it.
If you're thirteen or fourteen, you're old enough to wear SOME makeup....ultimately though, it is your mom's decision, which sometimes sucks.
But makeup isn't supposed to be for "covering up" anyway. It's supposed to be used to enhance what you do have.
You have no reason to feel ugly...no one really looks like a model, even the models!

you may want to approach this differently. You may want to ask to see a dermatologist because your skin flaws are really bothering you. If that is too expensive you may want to ask her about skin minerals. They are fantastic and you can get them on QVC- they are like the non makeup makeup
