I dont know about seeing eye dogs but the Army jumps with dogs all the time. They are in their own harness which is attached to a tether attached to your harness. After you exit the aircraft you release the dog and he drops and hangs on the tether so you both land seperately, the dog landing first. Ive talked to guys who do this and they say their dogs love it.
