first of all u must know what u re going to promote and if u r selling anything..first try it over sites like ebay or few more..
if u r promoting ur company then its okay to upload ur site over internet ..if cost is ur problem then go to free sites which can offer u free space.. but with few ads on ur pages..
if u can afford a complete website then u need to search a desgienr who can design the pages are per ur requirements ...and then u can upload with ur choice of website name ( if its available)
dn register to differnet search engines.. and do mention ur websites in each and every mail ...as a signature..

book a domain, host it(attach webspace to the domain)
