Sure, if you are his lawful wife you have access to it. The "lien" only means she is owed money and it is the collateral. As long as she is paid as agreed there is no reason for her to keep you from having access to the car.

Now if there is a restraining order that is a different matter and you should consult legal council.

I don't understand why his sister has the lien on the car, but if she does, no, you don't have a right to it then.

I think you got a right to try and you may get it the worst that can happen is they say no you got no claim to it but if you did not sign any papers when you got married saying what yours is your and what is his is his.
