Sometimes international cards for security reasons have embedded addresses that identity the card in a particular data base. So if your trying to do international payments it might give you conflicts with the security requirements specially on debit cards that are not powered by any of the mayor credit card firms!!!
Secondly, al debit cards have a certain limit, which means u can only take certain amount of money at a time. So in that case it will return with a billing address failure, that just happened to my brother a few days ago. So he divided the payments and everything was fine!!!

Make sure the billing address is EXACTLY the same as you typed it in online. Another problem may be that your processing your card as a credit card versus a debit card (or the other way around).

starting I believe it was in January, all three major credit bureaus are obliged to give you a free credit report (at least Illinois passed this, which is where I live), you may want to check into a government website and they will give you direct links to obtain this credit information.
