What does it mean when they take about a minute to come on?
but not all the time only sometimes.

maybe a new starter,about 75 cents looks like an old style fuse with two small frankenstein neck bolt looking prongs comind out of the bottom,make sure the bulb(i assume long style with two ends) is seated correctly,if not try a new bulb,if all else fails and you don't like the delay,you might need a new "ballast",nowadays a new fixture might be cheaper than new ballast

After replacing the flouescent bulbs with new ones and you still have the same problem then I agree that the ballasts need to be replaced. They are usually a black oblong box that are fairly heavy for their size. Lowes or Home Depot or any electrical supply store carry these. Just shut off your breaker switch and remove the ballast to get the correct model.

The ballast may need to be replaced.

Typically it is about to go out.....or the fixture is going out. Try the first and you will find out for sure.

they need some time to warm up, nothing to be worried about.
