hide and seek is good game but please let them catch you at times!! and umm go fish (A memory card game) might work
match 2 of the same picture if you do not have the cards
then you and your sis can make the cards and put the pictures on them * * * how many sets of 2 cards in the deck is up to you and the number of cards is up to you as well
or if you know a llot of her friends and yours then put their name on one card and there address or phone number on the other and play the match game that way
if at semi dusk you could try flashlight tag
that is where one of you counts to a certain number and the other one hides and the one that is it has to go looking for the one hiding in the mean time the one hidding can run to the base and call out FREE!!! meaning that he/she is not it and the game is over or can restart or if you want you can switch every other turn to tag a person out just hit him/her with the light beam and say your out
that was my favorite!!

Watch a movie with her. A NEW movie. Some kids get bored when they saw a movie that they have already watched. Or maybe try to teach her some new thing like teach her how to play a song on the piano.

Try playing barbies with her (even though barbies are old but my little sis loves barbies!) Little kids really like playing games like hide-and-go-seek and tag. My sis is almost 3 and she really likes puzzles (easy ones) and she loves it when I read books like the three little pigs etc. I hope that will work for you! ;^)

Try Hi-Ho Cherry-oh! and Candy Land, and Memory, and "pretending" anything! and Hide and Seek. Floor puzzles are great, too. Legos and blocks, too.
My mom used to let us play drums on the pots and pans, even!
