vacuum leaks can cause this, try this test. start and run your Eng for about 30 sec. and turn it off. on your brake booster there should be a hose pluged in to it, and there should be a fitting between the hose and booster. this is the check valve.pull the check valve out after 30 sec of the Eng being off, you should hear a short sucking sound. if you dont hear anything, take the check valve off the hose and try to blow into the side the hose fits onto, you shouldn't be able to blow, if that checks out you might have a hole in your booster that plugs itself when you apply the brakes. with the hose disconnected put a bolt in the hose and run the Eng, see if this solves the problem. if not check all vacuum lines that are below the throttle plate

Check your vacuum pressure, or at least all the vacuum hoses. If it only happens when you brake, it's probably vacuum related.

My Safari was doing that, it smelled like fuel too. I replaced the oxygen sensor and cleared it up.
