It is a matter of control and the loss of control. When in the bikini, it is by her choice. When her skirt is blown upwards by the wind and her panties are exposed, it is not by her choice. Thus, she feels embarrassed because what she didn't want revealed, was. Simple as that. We could get into further details, but its not necessary.

Since you're not supposed to see under the skirt, according to the wearer at least. Bikini doesn't leave any for imagination, so you're supposed to see everything and so there is no way to feel shame for sudden revelations, except if a boob slips out or something.

I think that it is the element of surprise that embarrasses her. A women knows that she is going to be seen when she steps out in a bikini. Under her skirt she may be wearing panties that are thinner than bathing suit bottoms. KWIM?

so long because the chick is on the coastline, bikini and turn flops. otherwise, the halter real and mini skirt are showing too a lot epidermis, matched with the stilettos - it merely looks tacky.
