whats wrong with her? since she is fixed for appointment and going to be late, why she is asking someone else to call?

Coz the other party can be angry if she is late for the appointment and may give her a lashing if she is going to make call. So she thought you may be a suitable person as the other party is not familiar with you. Even an argument appears your colleague is out of the picture as she is not the one who make the call.
You are the scapegoat if you are going to make the call on behalf of her

She probably wants her customer to think she's on the way and they're so important to her that she doesn't want to take the time to call. It may work once or twice, but with cell phones, it's a cop-out on her part.
Is she trying to imply you are making her late? Are you in competition in your job where she needs to make you look bad?

Because she is spineless.....Make her accountable for her own mistakes, and maybe she'll be on time from now on.......
