No such animal. First place, in many jurisdictions it would not be legal. You can get CB's with weather band, but not police and/or marine. CB's use AM modulation and so does weather band. Police and marine bands (and there are several police bands) use FM modulation. So it would not be practical. There are marine band transceivers that also have weather, but not CB and definitely not police. That is why there are "special" marine frequency's for contacting the coast guard.

Two seperate things man. There's CB's that you are able to communicate with another CB on, and usually those may have a weatherband channel on them. Not all will though. As far as the police thing, you will need a SCANNER. That's completely different, and actually quite legal considering they sell them everywhere even big old Wallyworld. You will need a pretty good one though that will be able to into the frequency that the police, dispatchers, paramedics and such use though. It used to be in the 900 megahertz range I believe it is now higher than that. Just go to any local, store that sells electronics (think, radioshack places like that) and you should be able to find one no problem. It all comes down to knowing what frequency everything is on before you buy so you can get one that will work for what you want, most times it comes with a frequency chart that tells you, but sometimes your area will differ from that.
