How would an ordinary person who is not a lawyer get such a bill into Congress so they could vote it in and make it a law?

You could write your Congressman and ask him/her to sponsor such a bill. Or, if you are in a state that allows referendums to be placed on the ballot, you could start collecting signatures for the law to be voted on in the next election.
But, just as an aside, what type of law are you thinking of? Are you thinking of this for flashers or women who nurse in public or both? I think that you need great specifity to get this type of law passed- otherwise, it could be very over-broad (you don't really want to send a frat boy to prison for life for getting caught peeing on a lawn three times, do you? It seems a little excessive....)

Unfortunately in Mississippi, there is not even a 3 strikes law for misdemenor possession of marijuana. First offence is one amount, second is a little higher, third and each one after that is the greater amount.
I dont think indecent exposure would pass.

Three strikes should be limited to violent crimes. Our prison system is already over-crowded with silliness (ex: Martha, Lil Kim) do we really need a bunch of naked folks sitting in jail forever wasting my tax money??

Erm... why? It may not be right but it never killed anyone.
How about a ONE strike and you're out [for life] law for anything that has ever cost a life - Dealing hard drugs, drink driving, Corporate negligence, Armed assault/robbery....
