On Oahu, I would say Cheeseburger in Paradise on Kalakaua Ave. It is a fun place to eat, and they have entertainment nightly. Then afterwards, you and she can walk along the beach admiring each other and the sunset.
Also, a very nice place to eat is the Oceanarium Restaurant at the Pacific Beach Hotel. You can have a "skin diver" have a sign that you made for your girlfriend!! You can see how much it costs, and it would be very special. Your girl would love that!!

There are so many to choose from, that's a really hard question. I like Hy's, Indigos, but I think perhaps the best priced ($14 steak that is great, not to mention everything else on the menu) plus some atmosphere is Murphys' Bar and Grill... Palmino's is also quite awesome, try the lobster ravioli. For a great time, tho, believe it or not the Side Street Inn on Kona Street has the best crusted prime rib, chinese chicken salad, lilikoi pork chops, shrimp, YOU NAME IT, at a great price and drinks and karoke to boot.

Can't go wrong with Keo's in Waikiki. Have a nice meal and take a walk along the beach or Kalakaua

The Oceanarium at the Pacific Beach Hotel in Honolulu. My wife and I went there 10 years ago, and we still talk about it. They have this jugundous aquarium in the restaurant wall.

Not cheap, But the Top of Waikiki would be the place to go if you want to impress. It's got good food, good view, and atmosphere. The beef wellington is delicious.

reasonable lunch/dinner:
---ryan's grill in ward (the crab&artichoke appetizer is the best!)
---shokudo restaurant & bar around ala moana.
---california pizza kitchen is good anytime!
expensive&nice dinner:
---john dominis (beautiful ocean view around 5 PM. it's seafood)
---tanaka of tokyo in waikiki (3 locations, one is in the ilikai hotel. japanese food made right in front of you by a chef, lots of fancy flames & tricks)

Tutu's in Hana, great burger in a great place, mamas fish shack is good to near ho'okipa.
