R.A.B. is Regulas Black
We know that Sirius’ brother is Regulas and that he was a death eater who tried to turn back. We don’t know his middle name, so it doesn’t rule out the "A"
- OOTP and the Black Family Tree
The Locket Horcrux resides in Sirius’house.
Justification: We know when Sirius, Harry, Hermione, and the Weasleys were cleaning our a curio cabinet in Sirius’s house they came upon a heavy locket that they couldn’t open. Since it OOTP, Harry had not learned of Horcruxes yet, and did not realize what it was.

I think that R.A.B. is Sirius' brother, Regulus Black. We know that he was a Death Eater, and that he was later killed because he wanted out. I believe that he stole the real locket Horcrux, tried to destroy it, but it ended up at his childhood home at Number 12, Grimmauld Place. In Order of the Phoenix (American Edition) on page 116, "a heavy locket that nobody could open" is mentioned in a long list of other items Harry and Company were cleaning out. I think that this is the real Horcrux, and now that Harry owns Grimmauld Place, he, Hermione, and Ron will go there and discover it. Here is what J.K. Rowling had to say about R.A.B. in an interview with Melissa Anelli and Emerson Spartz of The Leaky Cauldron and Mugglenet fansites:
MA: R.A.B.
JKR: Ohhh, good.
[All laugh.]
JKR: No, I'm glad! Yes?
MA: Can we figure out who he is, from what we know so far?
[Note: JKR has adopted slightly evil look here]
JKR: Do you have a theory?
MA: We've come up with Regulus Black.
JKR: Have you now?
MA: Uh-oh.
[Laughter.]
JKR: Well, I think that would be, um, a fine guess.
MA: And perhaps, being Sirius’s brother, he had another mirror –
JKR: [drums fingers on soda can]
MA: Does he have the other mirror, or Sirius’s mirror —
JKR: I have no comment at all on that mirror. That mirror is not on the table. [Laughter from all; Jo's is maniacal.]

Will people do end up taking off the blinkers from the eyes and find out just how unwonderful and how evil a dicator like Lord Voldermort is and in the case of Sirises Black's younger brother found that out. He must have wised up like many of Hitler's Generals did when they tried to kill him with a bomb theart that did work. For what ever reason that causes such a falling out between Regulus Black and Voldermort that we will not be able to find out until book 7. But in the meantime like Hitler, Voldermort didn't like traitors and he killed another traitor to his cause the former headmaster of Victor Kraum's school. Once he felt the snake tatoo move on his arm that Headmaster of that particular wizard's school in eastern Europe headed off for the hills where he discovered and killed no evil dicator likes his followers to leave him.
As for the locket it is hidden in the Black house just read Harry Potter and The Order of the Phoenix and read the part where they are cleaning house and they find the locket that no on couldn't open up. That's probably the locket containing one of Voldermorts horcrux. What a better place to hind something where no one is going to look except in the last place that anyone would look for the house where Regulas grew up in.

It's definately Regulus Black. Yes he was a death eater but if you recall sirius said that his brother "got in so far and got scared when he realized what he was expected to do" (paraphrased). The theory is that he found out that Voldy was attempting to become immortal via the horcrux and decided that he had to destroy it. The letter left in the fake locket fits with this theory.

I think that it is Regulus (sp?) Black - Sirius' brother. Do you remember the locket that they found at Sirius' mansion....I think that it was the real locket horcrux. I also think that it was one of the things that Mundungus (sp?) stole from the mansion and sold. Go back and read the part of book 6 where Harry runs into Mundungus while he is selling Sirius' things - you'll see what I mean.

Regalus Black... definatly... It makes sense, he was a death eater, he is Sirius's Brother. I think the house elf (kreacher?) has the real pendant, but thats just a theory!
