Be careful spraying anything to get brake dust off your wheels. The dust probably has asbestos in it. Asbestos is some bad stuff and can kill you over time if you get enough of it in your lungs. I'd recommend using plain old soap and lots of water to keep any dust to an absolute minimum. Once it's cleaned up you can use whatever to make your wheels look the way you want.
Didn't mean to sound like a commercial for OSHA, but asbestos is nasty.

Do you have a German car? (all of them have a very bad brake dust problem)
Just go to any automotive stores. There is such thing as wheel cleaner. Make sure to buy the right type depending on your wheels.

The best stuff is "P21S" wheel cleaner. It is hard to find, a German product. Next to that, go with Meguiars, which is available everywhere. In a pinch? Try doubling regular car wash soap.

I have found that magic eraser works great on tires and wheels without spray though I wash it after I do the magic eraser.

Hey, that stuff will come right off if you just wipe it while it is dry, with a dry cloth or paper towel. Really, it is only hard to get off after you wet it!
No asbestos in todays brakes, but I would not snort it.
