I'm not a lawyer or even close, so please try to bear with me.
This is the legal definition fo a "Special Respondent" in Colorado:
"100) "SPECIAL RESPONDENT", AS USED IN ARTICLE 3 OF THIS TITLE, MEANS ANY PERSON WHO IS NOT A PARENT, GUARDIAN, OR LEGAL CUSTODIAN AND WHO IS INVOLUNTARILY JOINED AS A PARTY IN A DEPENDENCY OR NEGLECT PROCEEDING FOR THE LIMITED PURPOSES OF PROTECTIVE ORDERS OR INCLUSION IN A TREATMENT PLAN." I got this from HOUSE BILL 96-1019 [Digest] which was a revision of SECTION 1. 19-1-103, Colorado Revised Statutes, 1986. This law gives legal definitions that affect child welfare law.
