The agency is the UDSA. If an employee worked in one office and then request to be transfered to another office because a position became availble, and then decided after 2 months that the new position was not a good fit, does the federal employee have the right to request to be transfered back to the original office?

They can only request a transfer back to the old position, if, it is still the same pay grade ( they can not go back in grade)
and if the position is open and posted.

And then they will have to appy for it, jsut like anyone else,

I believe so. Unless there was documentation that was signed stating otherwise.
